Transfer of a care curriculum and development of training structures in Jangtsu Province, China

In the TRAPAS project, the question was asked whether a transfer of German educational content from the field of geriatric care (here: "certified geriatric nurse") into the care structures of Chinese people in need of care can be helpful in order to support the existing care needs. The aim of the project was to transfer dual training and continuing education modules to China and carry them out there. Unskilled workers should be trained to become nursing assistants in order to meet the rapidly growing needs of elderly care as well as to improve their chances of finding permanent employment.

The task of FORUM vocational education and training was to determine adequate topics and contents, to define structural foundations and to train a selected group of participants with the Chinese partner. FORUM Vocational Training took over the project management and control. The educational transfer was accompanied by scientific accompanying research and a corresponding evaluation by the German partner, the University of Witten-Herdecke, whose aim was, apart from the quality and the effects of teaching (implementation of the qualification in practice), also the chosen export and market development strategy examine their transferability to other educational projects.

The project duration was from 01.10.2012 to 30.09.2015. During the course of the project, a total of 12 project trips with a total duration of 210 days took place. This frequency and continuity of presence in China has allowed many contacts to be established and consolidated.

In the course of the project, some adjustments had to be made: on the one hand to the objective market conditions and on the other hand to the opportunities offered by a specific market entry.

The original goal of training so-called "geriatric nursing assistants" for this area was not achieved. Since there is still no market for it, or the currently practiced model of 24-hour care in a 1: 1 ratio is not based on targeted and professional service provision, but on permanent availability and service readiness in all aspects of everyday life (including elementary nursing care) , So we had to change our original plan of the training "bottom-up" to "top-down".

The target group of the first training were operators or investors of inpatient facilities. As second participants for the second training, we were able to recruit nurses from the gerontological field of various hospitals. In addition, the project partners conducted an elderly care conference in Shanghai, attended by high-ranking business and political participants. In Berlin, five Chinese trainers were also trained in their didactic skills, which also participated in another project conference at the project partner in Witten-Herdecke.

During the course of the project, FORUM Vocational Training expanded its Chinese network. The Chinese market knowledge has also been significantly improved. Accordingly, we adapted our product program to regional needs and created culture-specific marketing material.

The comparison of the original project objectives with the results achieved shows that most of the project objectives have been largely achieved and that other achievements have been achieved. Overall, it can be stated:

So far, the market situation proved to be difficult with the current Chinese law. The interest in high-quality care for the elderly is still rather low for the time being. Undoubtedly existing demand and demand situations can only be met in the future by appropriate offers. Quality aspects are subordinated to price considerations. German prices prove to be at training offers currently only with government support as marketable.

The area of elderly care in China will inevitably change qualitatively and quantitatively due to demographic and social developments. The reasons have been named several times. This means that, on the one hand, the project approach may have been too early to produce sustainable effects, and on the other hand, the experience and concrete outcomes of the project will continue to be important and increasingly valuable.
